Kelpie is a shapeshifting creature in Scottish mythology that lures people to watery deaths. It usually takes the form of a horse to lure exhausted travelers into riding it. Once the traveler touches a Kelpie, though, their hands will be stuck and the Kelpie will ride into the water and drown the traveler.
