      I doubt it. I'll bet tattoo parlors would loose 60% of their revenue if drunk people stopped dropping in. I know almost everyone has at least one tattoo today, but if it's stupid & in a stupid place, it was done drunk or high.

      I don't think it's illegal per se but I know for sure if they can tell you're drunk they won't do it. (at least the parlors I've had work done in)
