MotorcycleBoy: The panels are out of order, read them so that the background alternates between dark and light. It's a weird choice by the artist, but explains the board being "wrong."

If you look at the board, they are playing risk in both panel 3 and panel 5. Lazy work people. How hard would it have been to have added the little squares that denoted the monopoly board in previous panels? Not very.

Remember, "Monopoly" first became a huge national (and then international) fad during the Great Depression; compared to standing in line for bread or dance-marathoning till you passed out, it must've seemed comparatively fun.

Monopoly is fun if you don't play it the sissy way. I'm talking high pressure haggling and feuding, beginning the instant someone lands on a property. Warning: may result in "backpfeifengesicht," as the Germans call it.
The only times I've ever played a game of Monopoly in which everyone had fun was with some theme version, particularly Star Wars Monopoly, where everyone could spend the entire time making jokes.
Vanilla Monopoly is something you play when you're overly happy and need to be pissed off for a while.
I always get that with boardgames, but not with Risk.

I would play it in school and it always, and I mean ALWAYS ended up in an all out brawl on the floor.

Very funny. I've had this happen in my head so many f*****g times it's unbelievable. It is worth noting, however, that Clue is always fun as hell.
Also, to the "you put the panels in a weird order" crowd, in the English language, we typically read things from left to right, starting at the top and ending at the bottom. Also, how much does the configuration of the board games in question really interfere with your comprehension and enjoyment of the joke? Nerds.
